SPD 2010: Can you use SharePoint Designer 2010 to edit WSS 3.0 or MOSS 2007 sites?
Description
A clear No.
SPD 2010 can only be used to edit SP 2010 (both SPF 2010 and SPS 2010) sites.
There is no downwards compatibility as with all the previous products in this series (SPD 2007 could edit v2 files and FP 2003 could edit v1 files).

from the SharePoint Designer 2007 Team Blog where the writer (towards the end) writes:
"Early on in development we made a tough choice. Not supporting backwards compatibility with SharePoint v3 and earlier. This means that SPD 2010 will only work with SharePoint 2010. Although this was hard, it allowed us to build better, farther and test deeper."
This was also stated at the SharePoint Conference 2009 (various sources have confirmed that)
